Pupils in both primary and secondary education with a first language other than Norwegian and Sami, have the right to adapted language education until they have sufficient competence in Norwegian to follow the normal curriculum of the school, according to the Education Act §2-8 Særskild språkopplæring for elevar frå språklege minoritetar(primary school) and §3-12 Særskild språkopplæring for elevar frå språklege minoritetar (upper secondary education). If necessary, such pupils also have the right to first language education, bilingual vocational training or both.
